"Ukraine is far from the democratic standards in the competition for high-ranking offices", - stated Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, in the program at ICTV channel.
He deems necessary to define the concept of the parliamentary work. He also believes that "Ukraine is far from the democratic standards in the competition for high-ranking offices", as "all the candidates for presidency use all the available tools of the parliamentary competition, including the parliamentary lectern. It has been done in the previous times and will take place at present, especially, if a candidate for presidency conducts a plenary meeting".
O.Lavrynovych answered the question concerning those who would benefit from disrupting the presidential elections.Thus, O.Lavrynovych stated: "Apparently, this is the President´s initiative. I have not seen such initiatives on the part of the Prime Minister yet. The claims are expressed by those who can expect positive results only in theory".
Commenting upon the possible lack of results of the elections, the First Vice-Chairman stated that there were numerous approaches to the said matter, for example, "the use of the effective version of the Law on the State Register of Electors, so that the citizens will have no possibility to realize their electoral right at the polling stations, as the primary data entered to the Register is valid for February 2006".
As far as the necessity of increasing social standards was concerned, O.Lavrynovych refuted the statement of the host regarding populism in the said matter. The First Vice-Chairman explained the standpoint of the Party of Regions: "We used the data of the Ministry of Labour and Social Policy, effective regulations of the Budget Code and regulations on the labour remuneration. There exists the concept of a consumer basket, which is calculated by the Cabinet of Ministers. I call for implementing the legislative regulation and coordination the rate of pensions, social and minimum wages with the level envisaged by the consumer basket".
O.Lavrynovych also stated that he gained familiarity with the governmental Draft Budget for 2010 and stressed that the standards envisaged in the Draft Budget correspond to the ones suggested by the Party of Regions.
